Digital Transformation in Human Resource Management: A Field Study of the Directorate of Local Collectivities Blida Province, Algeria.

This study examines digital transformation of Human Resource Management (HRM) within the Algerian public administration to understand the shifting dynamics imposed by digitalization on administrative practices, organizational relationships, and stakeholder roles. The research is predicated on the hypothesis that integrating digital technologies into HRM is not merely a technical upgrade of tools, but a transformative process shaped by organizational, cultural, and institutional contexts. Adopting a descriptive analytical approach, the study features a field investigation conducted at the Directorate of Local Authorities in the Province of Blida, utilizing a questionnaire for data collection. The findings indicate that while digitalization enhances information processing speed, increases transparency, and supports decision-making, its overall efficacy remains constrained by persistent bureaucratic patterns, disparities in digital literacy, and resistance to change. The study concludes by emphasizing the necessity of a holistic approach that integrates organizational and human dimensions within digital transformation strategies.
